WELCOME
Asia Pacific Metrology Program (APMP), with 28 countries as full members and 12 countries as associate members governs the metrology activities in the region. The 40th annual General Assembly of APMP is being organized in New Delhi jointly by the CSIR-National Physical Laboratory, India (CSIR-NPLI) (https://www.nplindia.org) and Metrology Society of India (MSI, https://metrologyindia.in) from 22-29 November, 2024 (https://www.apmp2024.in). The GA is held once a year to strengthen the metrological activities and collaborations among National Metrology Institutes (NMIs) of the Asia-Pacific countries, especially the developing economies. It is the only platform in the Asia-Pacific region that brings together the rapidly growing community of researchers/scientists working in the area of metrology and its applications. In this event, about 300+ participants from more than 35 countries are expected to participate. The program involves meetings of the technical groups and focus groups on various aspects of relevance for the Asia-Pacific region like energy efficiency, water, health, and emerging areas like quantum metrology, and digital metrology. The symposium will be held on 27 November with the theme, “Metrology for Quantum Technologies”. Directors of NMIs from the region will be discussing the metrology facilities needed for green hydrogen technologies, another area of current interest.
Metrology Society of India is a registered society under The Societies Registration Act, 1860, since 14th December 1984 bearing registration no. S-15149/1984 for promoting the metrology, i.e. science of measurement in the country. CSIR-NPLI is the National Metrology Institute of India by the act of Parliament and the custodian of physical standards of measurement. MSI and CSIR-NPLI have jointly organized several international conferences on metrology (AdMet series) and also the APMP meetings in 2006 and 2017 in the past. MSI in collaboration with CSIR-NPLI is also publishing a quarterly peer-reviewed journal MAPAN-Journal of Metrology Society of India since 1985 (https://link.springer.com/journal/12647).
NPLI and MSI welcome you to this exciting event of strengthening collaboration and coordination in metrology among the APMP economies. Let us explore our potential for future development and collaboration among the countries and the metrology community.
Message from Chairman - APMP
Dr. Hyun-Min Park
Chairperson, Asia Pacific Metrology Programme
I wish to extend my warmest greetings and heartfelt welcome to all our member institutes. I am especially looking forward to meeting everyone at the 40th APMP General Assembly and related meetings, which will take place in New Delhi, India, from November 22 to 29, 2024.
This year’s General Assembly and related meetings hold special significance given the many global challenges we are facing today. I am confident that we can successfully navigate these challenging circumstances as long as we stay united. Therefore, we must embrace opportunities for collaboration in metrology. The 2024 GA will provide a vital platform for us to reconnect, share insights, and forge new partnerships that will be essential for advancing metrology in our region.
I extend my deepest appreciation to the host institute, CSIR-National Physical Laboratory, for their dedication and meticulous planning to ensure a productive and enriching experience for all participants. Organizing such a major event with participants from around the world can be an arduous task, but I have no doubt that CSIR-National Physical Laboratory will deliver an event to remember.
Please save the dates on your calendars and make arrangements to join us in New Delhi. Your active participation is invaluable as it contributes toward our ultimate goal of shaping the future of metrology in the Asia Pacific region. Together, let us reaffirm our commitment to excellence and collaboration in advancing metrology.
Thank you once again, and I eagerly anticipate your presence and contributions at the General Assembly.

Message from Director - NPLI
Prof. Venugopal Achanta
Director, CSIR-NPLI
Asia-Pacific region is the growth engine of the world with over 60% of the world population and having contributed to more than 70% of the global economic growth in the past decade. Metrology is the backbone of this growth as seen in other regions of the world. This region also consists of a large number of developing economies where the penetration of metrology is much needed for socio-economic development. Asia-Pacific Metrology Program (APMP) plays an active role in propagating universal adherence to metrology by promoting metrology through cooperation among the member economies. This is apparent from the programs supported by APMP like the activities of the Developing Economies Committee (DEC), and various technical groups covering local challenges like metrology for water, food, health, and energy efficiency to emerging areas like digital transformation. APMP is quite active in the promotion of metrology in the region with 2 meetings a year covered under the mid-year meeting and the annual general body meeting.
I am happy to invite the global metrology community to this year’s APMP GA in New Delhi. As is the practice we, have the meetings scheduled for the technical committees (TCs) and working groups (WGs), as well as DEC activities. To focus on the cutting-edge developments that focus on the global challenges, this year’s theme for the Directors’ meeting is ‘Green Hydrogen Technologies’ and the theme for the Symposium is ‘Metrology for Quantum Technologies’. Spread over 8 days, we believe that this year’s GA will provide a platform for intense interactions and promotion of metrology.
On behalf of all my colleagues at CSIR-NPLI, the host institute, I look forward to your active participation in promoting both professional and personal experiences. New Delhi is a vibrant city with a lot of opportunities for sightseeing and experiencing the diversity of Indian food, culture, and languages. We are planning an enriching experience for each of you, as in India, we believe the guests are to be treated as gods.
We recently met in the beautiful Bohol, Philippines for the mid-year meeting. From those amazing beaches let us shift to the moderate weather of New Delhi during 22-29 November 2024.
Venugopal Achanta
Director, CSIR-NPLI

ABOUT US
The Asia Pacific Metrology Programme (APMP) is among the six Regional Metrology Organizations (RMOs) and is a collaboration of national metrology institutes from the Asia-Pacific region. It supports the metrology activities carried out in different National Metrology Institutes (NMIs) in the Asia-Pacific region. This forum is engaged in enhancing various metrological capabilities through expertise sharing and exchange of technical services among APMP NMIs. APMP ensures the implementation of CIPM MRA for the worldwide mutual recognition of measurement standards and calibration.
The General Assembly and Related Meetings are the major annual event of APMP, which comprise: the General Assembly (GA), meetings of APMP's EC, workshops and meetings of APMP's 12 TCs, workshops and meetings of FGs, NMI Directors’ workshop, TC Chair meetings, APMP DEC meetings and workshops, APMP-APAC PTWG meeting and workshop and symposium.
The 40th APMP General Assembly and related activities (APMP 2024) is being held at CSIR-National Physical Laboratory India (NPLI) from 22 Nov to 29 Nov, 2024 in New Delhi.
